I don't know if you need it again but I'm currently coding a plugin to set resource pack for players on join or by command, and so they can't move until they downloaded the texfure pack. Yes, my password is: I see nothing in packets that would suggest being able to force it.

CentrumGuyDec 27, On the mineplex game "Minestrike", the server asks you if you want to download the resource pack and then like 2 ticks later, it automatically clicks the yes textufe for you.
